Bamboo flowering creates panic

ITANAGAR, May 31:  Flowering of a particular bamboo species, locally known as Tejir in between Yazali and Sagalee this year has created panic among villagers. The bamboo species is generally grown at higher altitude.  It is also found in and around Ziro-II area of Yachuli constituency.

It is said that such flowering occurs once in 40-50 years leaving a horrifying memory to the villagers. The villagers are scared of rat menace following bamboo flowering. It also causes increased snake movement due to explosion in the rat population. The possibility of man-animal conflict also rises during such natural calamities.

According to sources, the rat menace is likely to affect the right bank of Panyor (Ranga) river and also Boa-Simla area of Lower Subansiri district.

An effective and comprehensive plan is needed to tackle the situation, the source said.

 

Insurgency-hit Tirap gets new DC

KHONSA, May 31: Sachin Shinde has taken over the charge of Deputy Commissioner of insurgency-hit Tirap district today. He relieved present incumbent W Lowang, who will be joining as RCS, Naharlagun.  

It may be mentioned here that Shinde had earlier served at Khonsa  and successfully conducted the 2009 Assembly elections. So, he is well-versed with the problems of the district.

On the same day a farewell programme was organized for the out-going Deputy Commissioner W. Lowang in which Officers and staff in large numbers attended.

A number of Officers spoke glowingly about Lowang’s contribution and extended warm welcome to the new incumbent Deputy Commissioner Shinde.

The new DC Sachin Shinde in his speech said that W. Lowang  had tried his best to put to motion a number of beneficial schemes in the district. He sought co-operation from all adding that in the absence of mutual co-operation and a team work nothing worth-while could be achieved. DIPRO

 

31st ITBP celebrates Raising Day

ITANAGAR, May 31: The 31st  ITBP Bn  has celebrated its  6th Raising Day with various programmes at Yupia Bn Hq on May 28.

The 31st  ITPB jawans led by Commandant Mahesh Kalawat and second-in-command  Anil Singh Bisht planted around 500 saplings to mark the occasion.

This was followed by blood donation camp. Around 20 personnel donated blood during the camp organized by the ITBP medical unit in association with Naharlagun general hospital.

Later in the evening, a cultural programme was organized with participation of NIT students on the occasion.

 

‘Sell polythene and pay Rs 1000’

ITANAGAR, May 31: The Hapoli Bazaar Committee (HBC), Ziro in its central executive body meeting held recently has banned selling and use of plastic and polythene bags within the Hapoli township to make Ziro eco-friendly town.

The Committee directed all the shopkeepers to stop selling and using of plastic/polythene bags from June 16 failing which defaulters will be imposed a fine of Rs 1000, according to a HBC release.

 

AASU demands for early release of ex-gratia payments

ITANAGAR, May 31: The  All  Adi Students Union (AASU) appealed the authority for early release of ex-gratia payment to the victims of May 22 APST bus accident at Lakhimpur.

Though the CM had announced ex-gratia payment of Rs. One Lakh to the next of the kin of the deceased, Rs 50,000 to those grievously injured and Rs 15,000 each to those who sustained minor injuries, payments have not been received by the victims and their families, AASU said in a release.

 

DA reaches out to remote Mipi

ITANAGAR, May 31: A team of Dibang Valley district administration trekked to Mipi circle bordering China. The team led by DC Abu Tayeng inspected various projects under Border Area Developmental Project, during the two days visit.

The DC inspected the wire rope suspension bridge between Mipi and Ebali village and urged the executing department to speed up their work to complete it within time frame. Tayeng is the first deputy commissioner of the district, who has visited the remote villages.

He also inspected the Chu Nallah Mini Hydel Project which is being executing by Arunachal Pradesh Energy Development Agency.

 The DC along with other officers set out for the despite inclement weather and managed to visit various remote villages including Byanli along the international border.

While interacting with the villagers, Tayeng took note of their grievances and assured to extend all possible help from the district administration.

The  team also organised a medical camp cum immunization programme at Basan village under the guidance of District Reproductive Child Health Officer Dr. T Yomcha who was also part of the entourage.

 

RGU exams

ITANAGAR, May 31: The examinations in the Department of English and Hindi of Rajiv Gandhi University scheduled to be held on May 31 have been rescheduled on June 2 (Saturday). The examinations would be held at the Department of Education as per scheduled time, according to a university release.

 

Asso demands construction of Bridge over River Passo

ITANAGAR, May 31: All Dissing Passo Youth Welfare Association expressed their displeasure over the non execution of construction work of RCC Bridge over River Passo.

It said that the bridge construction was funded under NLCPR scheme in 2006-07 and the contract work was awarded to an enterprise by state PWD. But there is no sign of construction work in the site till today.

The union further said that due to non existence of bridge over the river Passo, the people of Dissing – Passo circle are using elephants to cross the river, particularly during summer season.

The association urged the executing agency for re-tendering of  the work and start it within 25 days.

 

Scribe’s mother’s death condoled

Itanagar, May 31: The members of Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalists (APUWJ) have expressed deep shock over sudden demise of Bhim Kumari Rai, mother of Gopal Rai presently working as transmission executive in All India Radio, Itanagar.

Bhim Kumari, who was an employee in BSNL, Tezu and mother of four children, died last night at Tezu after a brief illness.

APC and APUWJ conveyed deep sense of condolence to the bereaved family and prayed for eternal peace of the departed soul.

 

English speaking course

ITANAGAR, May 31: The 10 days free English speaking course organized by Arunachal Vikas Parishad (AVP) concluded at Nahalagun today. Around 200 youths were enrolled for the course.

Sunita Diwakar from Pune, Maharastra conducted the course and imparted knowledge to the learners on how to learn English with correct and proper use of grammar and fluency in speaking with correct pronunciation.

Emin Rumi, General Secretary Kargu Gamgi, Naharlagun, who was present in the concluding day programme, stressed on physical, mental and practical  concentration by the learners while learning English. He advised them to practice with the help of English speaking course books to improve fluency in speaking besides talking to friends.

 

PPWC not ready to relent yet

ITANAGAR, May 31: Reacting to the press statement of Executive Engineer, Pasighat Electrical Division, Pasighat, the Pasighat Peoples’ Welfare committee (PPWC) Chairman Okom Yosung today termed the claims of EE, Pasighat Electrical Division as false information and baseless.

He said that the EE’s claim of restoration of power supply is baseless as the Pasighat people had to face the wrath of heat waves due to power crisis from 2 am to 9 pm yesterday causing intolerable hardship.

He also informed that PPWC had visited the 132kv tower line site and noticed that the pole erection works of Aalo division and Rumgong division connecting Pasighat Electrical Division are still not completed.

PPWC welcomed the EE’s proposal on supply of power from Rina Hydel Project but said that it will not relent till normal power supply is restored. The second phase of agitation is slated for June 7.

The PPWC does not blame Pasighat Electrical Division alone but all the components of the Department of Power responsible for interrupted power supply in Pasighat, he added.

 

ATA defers Pen Down strike

ITANAGAR, May 31: Arunachal Teachers’ Association (ATA) has temporarily deferred its  proposed indefinite ‘Pen Down’ strike for 45 days   following constitution of a high level committee by the state government to examine its demand  for rectification of pay anomalies of assistant teachers and others and in the view of admission process of the students.

However, in case of the failure of the government to fulfill its demand, the ATA will launch its movement against the government, according to an ATA release. ATA had called pen down strike from June one demanding immediate rectification of pay anomalies of assistant teachers and others.

Tuki invites Bangladesh to invest in Arunachal

DHAKA, May 31: Arunachal Pradesh, with huge untapped hydro power potentials, has invited Bangladeshi entrepreneurs to invest there to generate power, the state's chief minister Nabam Tuki said on Thursday.

"We have an estimated hydro power potential of more than 57,000 megawatts (MW) which is almost one third of India's total hydro power potential," Tuki told a three-day India-Bangladesh business forum in Dhaka. "Of this, more than 40,000 MW has been allotted to India's central public sector undertakings and independent power producers," he said. "Now, the state government is looking for investment by private entities (including from Bangladesh) to generate power on build-own-operate and transfer basis," Tuki added.

Arunachal Prodesh, just on the border with Bangladesh, has been unable to develop economically mainly due to poor communication with rest of the country.

"We cannot speed up development due to communication bottlenecks," the Chief Minister said.

"A closer economic integration and physical connectivity with Bangladesh will reduce not only the economic isolation of the region but also the isolation of North East with the mainland of India," the chief minister said.

"We welcome the proposal for investment in hydro power since it would be most economic and environment friendly, and also because we suffer at least 1,500 MW power shortages a day," said Abdul Matlub Ahmad, president of India Bangladesh Chamber of Commerce and Industry.

Later in the afternoon the chief minister met Bangladesh foreign minister Dr Dipu Moni and pitched for international investments while projecting the unique natural advantages enjoyed by the State in various sectors.

The Chief Minister informed the Bangladesh Minister about a sizeable Buddhist population and religious pilgrimage sites for Buddhist in the state. He shared his plans for creation of Centre for Buddhism tourism in Arunachal Pradesh in near future which would open the tourism gate for the Buddhist population in South East Asian Countries.

During the course of discussion, a joint venture in Hydropower between Arunachal Pradesh and Bangladesh was agreed upon. The Foreign Minister also desired to purchase power from Arunachal Pradesh and suggested for establishment of a Central Power Grid.

She also pitched for increasing the bilateral trade and offered to export cosmetics, garments, textiles etc. which are produced in very cheaper rates to Arunachal Pradesh and other North Eastern states.

Bharat bandh affects normal life in Arunachal

ITANAGAR, May 31: The dawn-to-dusk Bharat bandh called by NDA and its allied partners today protesting hike in petrol prices affected normal life in Arunachal Pradesh including the state capital Itanagar.

All business establishments, educational institutions, central government offices and banking institutions remained closed while attendances in state government offices remained thin.  Streets of Itanagar wore a deserted look with most of the commercial  and public vehicles remaining off the road.

 The BJP, however, exempted the students who were appearing in the examinations being conducted today.

The bandh remained peaceful with no reports of breach of law and order in any part of the state, police said.

A good number of BJP workers were arrested by the state police at Itanagar and Naharlagun. They were released later in the evening. The bandh was observed in many districts of the state, the BJP added.

Coming down heavily on UPA Govt at the Centre for spiraling prices of essential commodities, the state BJP said, massive participation in Bharat bandh in the state exposed  the resentment  of people against petrol price hike. The party demanded immediate roll back.

A  passenger vehicle on its way to Itanagar from Seppa was damaged by bandh supporters in Balipara, Sonitpur district, Assam early in the morning.

The bandh passed off peacefully at Pasighat.  There was no any report of untoward incident during the bandh, reports DIPRO. All  state Govt. offices and institutions were functioning normally.  However, business establishments, banks and post office remained closed and long distance buses and other means of transportation remained off the road, the report added.

 

 

Work hard and excel: Pasang D Sona

Itanagar, May 31: A two-week long preliminary training on Soft Skills and English Fluency was inaugurated at DBYC Residential Training Centre here on May 29 by Pasang D. Sona, Parliamentary Secretary, Tourism.  

Addressing the 80  boys and girls who have opted for Beauty and Spa Therapy training at Lambency Chrysalis Academy, Noida, under the responsibility of Floriana Group, New Delhi, Pasang exhorted the participants to learn the art of hard work to excel in life.  

“This training would provide you the economic freedom as you will be working and earning in six months from now,” Pasang said. He commended the State Government for sponsoring the entire training of six months and called upon the trainees to make full use of the facilities provided. He exhorted the trainees to be disciplined and punctual and learn through hard work.  Pasang also congratulated Don Bosco Youth Centre for the very innovative way of training.

The training being coordinated by the chief trainer, Hokheli Wotsa, will see a host of resource persons and leaders interacting with the participants enlightening them on topics such as Understanding one’s Personality, Self Image, Interpersonal Relationship, Positive Attitude, Dealing with Anger-Hurt-Frustration, Work Ethics, Personal Grooming, Etiquette, Stress Management, Body Language, Interview Handling and Communication Skills.  

Speaking about the training, Fr. Cyriac, Director, DBYC, expressed gratitude to the Chief Minister, under whose special interest the programme has been initiated. He also thanked the Department of Industries which is the monitoring agency and the facilitator of the programme. The participants were encouraged to intimate their friends about the possibility of joining the programme as the training has the intake-capacity of a hundred participants.

 

 

Three dead as govt employees go fishing

ITANAGAR May 31:  In a tragic incident, three employees of Urban Development department, drowned today at Tirap River, 14 kilometers off Jairampur township. According to Jairampur police, the body of Sangey Lungten, a forty-year-old driver has been recovered while Anil Pradhan and Deep Dutta, both drivers are presumed dead.

Lungten hailed from Tawang while Pradhan and Dutta are from Jagun and Jorhat in Assam.

They all were attached to the UD department, stationed at Jairampur.

The incident occured around 11.40 am when seven employees of the department were on a fishing spree, the source said.  

Sources informed this daily that three were in the middle of the river, when they noticed seepage in the country boat that they were using to fish, prompting them to jump into the river for safety. However, they could not battle the strong current.  

According to a report, the three drivers were rowing the wooden boat in the middle of the river, when the incident happened.  

Sources say that villagers had warned the officers of the department about the danger of fishing in the river which was ignored. The team included four officers, three drivers and a minor. The rest of the team were on the riverside and witnessed the tragedy unfolding right in front of their eyes. They were unable to help because of the strong current.

 

 

US invite Oken Tayeng for IVL Prog

ITANAGAR, May 31: The United State of America has invited Oken Tayeng, the Head of Aborcountry travels & expeditions, a premier tour agency of the state as part of the prestigious International Visitor Leadership Program (IVLP).

Starting from June 11-29, some of the places included in the itinerary are Washington DC, San Francisco, Nevada.

Governor  lauds Army team for conquering Mt. Everest

ITANAGAR,  May 31: Arunachal Pradesh Governor Gen (Ret) JJ Singh has congratulated the team of eight Army officers for conquering the world's highest peak Mt Everest under the leadership of Col Ajay Kothiyal.

Congratulating the team, the governor said it reflects the ability and the potential of the Indian Army and the leadership role and sheer determination of the officers.

The Army mountaineering team also included Major (Dr) Niekhrietounou Ginua Linyu, the first Naga lady to conquer the Everest.

The Governor has also congratulated Arif Siddiqui, a renowned photographer of the state working as Junior Engineer in PWD, for winning the coveted second edition of Indian Himalayan Photography Competition-2012, for his photo 'the stuff of life' at Gangtok last week.

Congratulating him on behalf of the people of the state, Singh said he had made the state proud and known to outside world through photography.

In another congratulatory message, the governor congratulated Professor David R Syiemlieh, Vice Chancellor of Rajiv Gandhi University, on being appointed to the post of Member, Union Public Service Commission.

Concept of TSC and Lower Dibang Valley

ROING, May 31: Very often people think that the word ‘Sanitation’ refers to use of a latrine and the Sanitation Programme is linked only to construction of toilets. In fact it is not so.

Reducing the incidence of waterborne diseases like Diarrhoea and Dysentery by practicing hand-washing with soap is a point to note in this regard.

Similarly, the spread of Malaria, Dengue fever and Japanese Encephalitis can be minimized by safe disposal of liquid waste. The plague that created havoc in Western India during 1994 had nothing to do with unsanitary means of disposal of human excreta; rather it was the result of lack of proper disposal of solid waste. We get sick with Cholera, Polio typhoid and Jaundice (Hepatitis A), when the germs in the faces of an infected person get into our mouth. These can be checked through preservation of drinking water sources and safe disposal of human excreta in toilets. So, there is a need to change the mindset of people in order to bring about a change in the sanitation situation.

Thus, mere construction of latrine is not only the aim of a Total Sanitation  Programme.

Total Sanitation Campaign programme has been recognized as a package approach with seven components viz., Collection, storage and use of drinking water, Disposal of liquid waste, Safe disposal of human excreta (including child excreta), Disposal of solid waste, Home sanitation and food hygiene, Personal hygiene (including washing hands) and Environmental hygiene.

The Total Sanitation Campaign Programme is a National Flagship Programme under Ministry of Rural Drinking Water Supply and Sanitation aiming to improve the general quality of life of rural mass. The sole objectives of this progamme is to give awareness to the people about the diseases caused by consumption of unsafe drinking water and unsanitary situation, thereby minimize the human loss and expenses on medication.

The programme also grants an incentive called” Nirmal Gram Puraskar (NGP)” with cash prize ranging from Rs 50,000 to 5 lakh to those Gram Panchayats which maintain Open Defecation Free status.

District Water and Sanitation Committee, Lower Dibang Valley District under Deputy Commissioner Garima Gupta and Member Secretary, Er S.Pertin conducted massive campaign in the district covering all panchayat blocks. The NGO Abralow Memorial Multipurpose Society had collaborated the campaign. Massive response is also being received from the PRI leaders and villagers.

During the year 2011-12, the Banggo Gram Panchayat had been awarded Nirmal Gram Purushkar (NGP) with cash prize of Rs 50,000. The PHED, Roing has entrusted two NGOs, namely, Abralow Memorial Multipurpose Society and Sikang Ane Multipurpose Welfare Society for doing Inter-Personnel Communication (door to door campaign for support activities). The DWSC-PHED, Lower Dibang Valley District is looking forward from Panchayats for more NGP nomination in the years to come.

Pertin informed that Individual Household Latrines constructed for BPL and APL families during 2011-12 were  1242 and 1213 respectively. All the 134 schools of the district and 74 Anganwadi Centres out of 82 were covered under TSC.  He further opined that uncovered Anganwadi Centres, Schools under SSA and Hospitals of the district can be fully covered by dovetailing proposals/schemes of other projects like ICDS, SSA and NRHM along with the TSC Programme.

This National Flagship Programmme if successfully implemented will augment tourist inflow in the state besides achieving other objectives of health and hygiene.

World Environment Day

World Environment Day or popularly known as Environment Day is observed every year on June 5 to promote awareness on the importance of preserving our biodiversity.

World Environment Day was established by the United Nations General Assembly in 1972 to mark the opening of the Stockholm Conference on the Human Environment. Another resolution, adopted by the General Assembly the same day, led to the creation of UNEP. It is being celebrated in many ways in countries such as Kenya, New Zealand, Poland, Spain and the United States and India. Activities include street rallies and parades, as well as concerts, tree planting, and clean-up campaigns.

The 2012 theme for World Environment Day is Green Economy: Does it include you? Evidently, there are two parts to this theme and the first tackles the subject of the Green Economy. This is where some people shut off their minds because they find the concept of the Green Economy a little too complex to understand.

On the contrary, the Green Economy is really something that is applicable all around you and it is easy to imagine how you fit in it.

The UN Environment Programme defines the Green Economy as one that results in improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities. In its simplest expression, a green economy can be thought of as one which is low carbon, resource efficient and socially inclusive.

In many countries, this annual event is used to enhance political attention and action towards improving the environment. This observance also provides an opportunity to sign or ratify international environmental conventions.

Stay away from brokers

Dear Editor,

Every year thousands of students from Arunachal Pradesh are going outside the state for higher education in the field of professional courses such as engineering and medical etc. This is the right time for the students who passed their 10th and 10+2 and graduated from any college of Arunachal Pradesh to plan and chose their professional courses as well as colleges and universities.

ASUT have seen many problems faced by our students and some of the students were cheated by the brokers while they were seeking admission through them in the first year. The brokers looted money from the students much more than the prescribed fee structure of the concern colleges or universities because the brokers already pre-consult with the authorities of the colleges or university and fix the amount as per their will.

For the brokers, student’s career is not as important as their money and in an effort to earn money; they place our innocent students in little known colleges instead of reputed college.

ASUT appeal all the students to be stay away from brokers.  They may tell that they will seek admission for you in a low cost and reputed colleges but fact is that nobody does good for others unless they get some benefit out of you. So it’s better to rely on elders who know the system well while seeking admission. We need not depend on broker for admissions.

Road maintenance and flying drivers

Roads in Arunachal Pradesh are in very poor condition. Road maintenances have not kept pace with growth in vehicular population. Consequently there are accidents, serious injuries and deaths all round.

It is an open secret that people get driving licenses without proper driving knowledge or traffic rules. Road safety measures, lane-discipline is missing.  Drivers, particularly the youth zig-zag on the roads and the traffic police remains a silent spectator.

Overloading of passengers and goods is very common, which is one of the main factors for accidents and deaths on the road. There is no cooperation and coordination between various agencies and authorities concerned for control and regulation of road traffic, construction and maintenance of roads.

Most of the drivers belong to poor middle class or lower sectors of the society. They are engaged in driving trucks, buses, three wheelers, tempos etc. and are often overworked. To overcome their fatigue they often take intoxicants and then drive and cause accidents and errors in judgment.

The elite and rich drivers often use their mobile phone while being on the move in their cars. This results in accidents and crashes. Driving and using the mobile phone simultaneously may cause loss of control of the vehicle or concentration needed in safe and sane driving.

Above all, there should be proper awareness among the masses about road safety, observation of traffic rules and the proper use of the roads and national highways.

We don’t have either of them

Dear Editor,

Electricity, L.P.G, Petrol, Drinking Water, Road conditions, Cellular Service are our basic and daily needs. But the question is; are we getting those basic requirements?

Unlike other parts of the Nation we just dream about modern facilities. Shortage of LPG forced us to use electric cooker, now we face shortage of electricity and we don't have either of them. The last option left to us is firewood.

Let’s not talk about 2G or what an idea Sirji, 3G. If we are able to make a call it becomes hot news of the day.

At the end of the day we the common people realise that its worthless to blame any political party for  being corrupt rather we learn to judge which party is more corrupt.

Lets keep up our spirit and march forward with little we have.

Take precaution

Dear Editor,

I would like to draw the attention of masses and concerned authorities about the road connecting Chimpu area and Itanagar.

Every year the road witness severe land slide due to heavy rain affecting transportation, automatically resulting in great disturbance to the common masses. These landslides even affect the economy of the state directly since it is a national highway through which essential items are transported. So it is better that necessary initiatives are taken by the concerned authorities before it’s too late.

Let set a trend

Dear Editor,

This is a letter from a doctor to a doctor in reply to the subject "Open letter to the Chief Minister".

Your points are valid regarding the irregular regularisation of the over 70 NRHM contractual doctors, both Allopathic and AYUSH doctors two months back. But my simple question to you is that why did you keep mum over the issue for last two months?

Why now, when a very healthy trend and initiative has been taken to appoint doctors through written and viva test purely on the basis of their merit through APPSC. Please bear with us and let us all fight it out in the examination hall and set a healthy trend for the younger generations. Hoping for the best.
